It is unmissable that the study climate at universities of applied sciences (hbo) and at research universities (wo) are getting more and more alike. Universities of applied sciences, or in other words higher vocational training, used to be known for a more practical, occupation-oriented education with a school-like character. But now, we also see that students from research universities are looking for links with actual practice more frequently. How does the Dutch higher education sector respond to these developments and what can we expect from the future?<\/strong><\/p>\n<h3>University of Applied Sciences<\/h3>\n<p>To start with, we should probably ask ourselves if the Netherlands and it\u2019s higher education are not rather odd. The so called hbo institution are something uniquely Dutch and therefore sometimes freely translated to Universities of Applied Sciences. Additionally, hbo institutions focus more and more on also offering hbo-master degrees. This is similar to the structure on research universities, where bachelors are usually followed by a subsequent master. In the academic year 2015-2016, <strong><a href=\"http:\/\/www.vereniginghogescholen.nl\/actueel\/actualiteiten\/instroom-hbo-afgenomen-maar-forse-groei-aantal-gediplomeerden\">only 3% of the hbo students<\/a><\/strong> followed a Master\u2019s degree!<\/p>\n<h3>Science in practice<\/h3>\n<p>While we can see that the structure of hbo institutions is more and more similar to the structure of wo institutions, students from research universities demand more focus on the practical application of their skills. From research we can see that university students are increasingly dissatisfied with the link made between the educational content and its application in the work field. While internships are usually a standard part in the hbo curricula, it becomes more and more popular among university students to take a gap year in order to do an internship. Starting in 2018, the UG will offer a career minor during which students will learn how to apply their academic skills in practice. Recently, Lijst Calimero plead for making this minor accessible for students from the entire University. In that way, students with room for electives in their curricula can acquire practical skills without having a study delay. You can read the full proposal <a href=\"https:\/\/www.lijstcalimero.nl\/wp-content\/uploads\/2017\/06\/Notitie-Universiteitsbrede-toegang-tot-minor.pdf\"><strong>here<\/strong><\/a>.<\/p>\n<h3>Joining forces<\/h3>\n<p>Due to the changed requirements of both students and the labour market, research universities and universities of applied sciences cooperate more frequently. A nice example is the Data Sciences programme, offered jointly by the University of Groningen and the Hanze University of Applied Sciences. Besides that, the UG cooperates with other institutions at the Campus Fryslan, such as the NHL University of Applied Sciences. Also cooperation as in adjusting a hbo bachelor according to a subsequent wo master is a trend. In this way, hbo students can efficiently continue their studies at a research university. <\/p>\n<h3>Customized secondary education<\/h3>\n<p>But not only higher education is changing. Also secondary education is more and more customized. Pupils can acquire a diploma with partial certificates for both, senior general secondary school courses (havo) and pre-university courses (vwo). Thirty high schools are currently participating in a pilot in which pupils can for example <a href=\"https:\/\/www.rijksoverheid.nl\/actueel\/nieuws\/2017\/04\/06\/proef-met-recht-op-maatwerk-op-middelbare-scholen\">follow more challenging courses or follow courses in preparation for higher education<\/a>. The pilot will take two years and based on the results the government will decided upon an amendment law so that pupils will be able to receive more customized education.<\/p>\n<h3>Focus on the student<\/h3>\n<p>For Lijst Calimero it is most important that students can develop their full potential. Therefore it is good that different institutions focus on different types of research, namely application oriented research and fundamental research. In the same way, we can argue that it is important that pupils can enjoy customized education in high school. <\/p>\n<p>But that is easier said than done. At which moment should a pupil decide on which level he or she wants to follow a course? And what should be done with late developers, as in students that only figure out at a later time that they would have wanted to follow a course on a higher level? Additionally, being confronted with that many choices at a young age might increase study pressure and stress. A consequence might be, that the stress of making choices, something students in higher education already struggle with, will increase even further.<\/p>\n<p>Besides that, there will also be major consequences for higher education. What will happen to the labour market and higher education in the Netherlands? What is our country\u2019s direction? Especially customized diplomas in secondary education might have fundamental consequences. How will institutions of higher education select their students in the future? And does it mean that diplomas in higher education will also be customized, with parts of hbo and parts of wo?<\/p>\n<h3>A new territory<\/h3>\n<p>Changes in the educational sector create more questions than answers. On top of all the unclear effects on the education itself, they will also have impact on the labour market. How will employers select among their applicants? And will it make our already complicated system of higher education even less comparable internationally? <\/p>\n<p>It is evident that it is important to teach students all the necessary skills for their future, something that is easier said than done as we are confronted with an ever changing labour market, too. We are very curious for the results of the pilot for customized secondary education and what its effects will be on higher education. Het valt niet te ontkennen, het studieklimaat bij hbo instellingen en universiteiten begint steeds meer naar elkaar toe te groeien. Waar eerst hogescholen, wat staat voor hoger beroepsonderwijs, vooral bekend stonden om de beroepsgerichte opleidingen en een schools karakter, zien we nu dat ook universitaire studenten meer de link zoeken met de praktijk. Hoe wordt er op deze ontwikkelingen ingespeeld, en wat kunnen we verwachten voor de toekomst?<\/strong><\/p><h3>University of Applied Sciences<\/h3><p>Om te beginnen moeten we ons afvragen of Nederland eigenlijk niet een beetje de vreemde eend in de bijt is als we kijken naar hoe wij ons onderwijs ingericht hebben. Een vergelijkbare instelling als het hbo kennen andere landen niet en daarom wordt hbo soms vertaald naar University of Applied Sciences. Daarnaast begint het hbo zich steeds meer te richten op het aanbieden van hbo-masters. Deze structuur van bachelor en daaropvolgend een master mag dan wel gebruikelijk zijn op het wo, in het collegejaar 2015-2016 volgde <strong><a href=\"http:\/\/www.vereniginghogescholen.nl\/actueel\/actualiteiten\/instroom-hbo-afgenomen-maar-forse-groei-aantal-gediplomeerden\">slechts 3% van de hbo-studenten<\/a><\/strong> een master!<\/p><h3>Wetenschap in de praktijk<\/h3><p>Waar we zien dat het hbo qua structuur steeds meer op de universiteit begint te lijken, zien we dat wo-studenten juist meer praktijk in hun studie zouden willen. Uit onderzoek blijkt dat universitaire studenten steeds minder tevreden zijn over de koppeling tussen hun opleiding en het werkveld. Een tussenjaar opvullen met een stage wordt steeds populairder, iets wat bij een hbo-opleiding standaard in het curriculum zit. Daarnaast wordt er aan de Rijksuniversiteit Groningen vanaf 2018 een Career minor aangeboden waarbij je leert om je academische vaardigheden in de praktijk te brengen. Onlangs heeft Lijst Calimero ervoor gepleit om in de toekomst deze minor universiteitsbreed aan te bieden. Op deze manier kan een student met vrije ruimte in de bachelor ervoor kiezen om praktische vaardigheden op te doen zonder daarmee vertraging op te lopen. Het gehele voorstel kun je <a href=\"https:\/\/www.lijstcalimero.nl\/wp-content\/uploads\/2017\/06\/Notitie-Universiteitsbrede-toegang-tot-minor.pdf\"><strong>hier<\/strong><\/a> lezen.<\/p><h3>De krachten bundelen<\/h3><p>Gezien de veranderende wensen, vanuit zowel studenten als bedrijven, zoeken hogescholen en universiteiten steeds meer de samenwerking op. Een mooi voorbeeld is de recent gestarte opleiding Data Science, aangeboden door de Hanzehogeschool en Rijksuniversiteit Groningen. Daarnaast werkt de Rijksuniversiteit Groningen samen met andere instellingen bij Campus Frysl\u00e2n, bijvoorbeeld met NHL Hogeschool. Verder zien wij dat veel universiteiten en hogescholen samenwerken door een hogeschool bachelor op een universitaire master af te laten stemmen. Op deze manier kan een hbo-student op een effici\u00ebnte wijze doorstromen naar het wo.<\/p><h3>Maatwerk in het voortgezet onderwijs<\/h3><p>Maar niet alleen in het hoger onderwijs zien we veranderingen in de invulling van het onderwijs. In het voortgezet onderwijs wordt er gekeken naar maatwerk onderwijs. Dit houdt in dat een scholier met deelcertificaten van zowel HAVO als Vwo vakken een diploma kan krijgen. Dertig middelbare scholen doen op dit moment mee aan de proef waarbij scholieren bijvoorbeeld <a href=\"https:\/\/www.rijksoverheid.nl\/actueel\/nieuws\/2017\/04\/06\/proef-met-recht-op-maatwerk-op-middelbare-scholen\">een vak op hoger niveau kunnen volgen <\/a>of alvast vakken ter voorbereiding van het hoger onderwijs kunnen volgen. De proef duurt twee jaar en op basis van de resultaten zal gekeken worden of er een wetswijziging ingediend zal worden zodat scholieren onderwijs meer op maat kunnen volgen.<\/p><h3>Student centraal<\/h3><p>Voor Lijst Calimero blijft het uiteindelijk van belang dat een student het meeste uit zichzelf kan halen. Het is daarom goed dat verschillende instellingen zich op verschillende types onderzoek richten, namelijk praktijkgericht en fundamenteel. Op eenzelfde wijze kun je beargumenteren dat het in het belang is van de scholier om op de middelbare school maatwerkonderwijs te volgen.<\/p><p>Toch lijkt dit makkelijker gezegd dan gedaan. Op welk moment moet een scholier bepalen op welk niveau hij\/zij een vak wilt volgen? En wat doe je met laatbloeiers, scholieren die na dat moment erachter komen toch een vak op een hoger niveau te willen volgen? Daarnaast brengt de optie om je op zo\u2019n jonge leeftijd te kunnen wellicht meer studiedruk met zich mee. Het gevolg kan zijn dat keuzestress, waar studenten in het hoger onderwijs steeds vaker mee zitten, nog meer naar voren wordt gehaald.<\/p><p>Daarnaast zijn er ook ingrijpende gevolgen voor het hoger onderwijs. Wat doet het met de arbeidsmarkt en het hoger onderwijs in Nederland? Waar gaan we als land naartoe? Vooral die maatwerk diploma\u2019s van de middelbare school is nogal ingrijpend. Hoe gaan de instellingen in het hoger onderwijs voortaan selecteren op instromende studenten? En betekent dit ook dat we in het hoger onderwijs voortaan maatwerk diploma\u2019s krijgen, met een beetje van hbo en een beetje van wo?<\/p><h3>Een nieuw terrein<\/h3><p>De veranderingen in het onderwijs brengen meer vragen dan antwoorden met zich mee. Naast alle vraagstukken voor het onderwijs zelf, zal maatwerkonderwijs ook een impact hebben op de werkgever. Hoe gaat de werkgever voortaan selecteren bij zijn sollicitanten? En maakt dit ons onderwijssysteem, wat voor buitenlanders al lastig te vergelijken is, niet nog moeilijk om uit te leggen?<\/p><p>Het is duidelijk dat het belangrijk is dat studenten tijdens hun studie de juiste vaardigheden leren voor de toekomst. Dit is echter wellicht makkelijker gezegd dan gedaan omdat wij te maken hebben met een continue veranderende arbeidsmarkt. Wij zijn erg benieuwd hoe de pilot met middelbaar onderwijs op maatwerk ontvangen wordt en wat hiervan de impact zal zijn op het hoger onderwijs.
