Lijst Calimero advocates strenghtening of program committees
During the last months we put a lot of effort in writing a memo for the strengthening of program committees at the University of Groningen. As of the 1st of January 2017 a new law (Wet Versterking bestuurskracht (WVb)) will be enforced in the Netherlands. It is an adjustment of the law that states all rights and obligations of participation in higher education in the Netherlands (Wet op Hoger Onderwijs en Wetenschappelijk Onderzoek (WHW)). The new WVb is especially relevant for program committees since they become official participation bodies with a say in program specific parts of the teaching and examination regulations. In order to be able to fulfill those tasks adequately, program committees have to be organized and structured in a professional manner. At the moment, the differences between program committees within and across faculties are large and from conversations with various program committees we learned that there is a lot of room for improvement. In our memo we therefore make a number of suggestions for the formulation of central requirements that then have to be put into practice by the faculties.
At first, program committees need to get a clear transition document so that knowledge is not lost during the transition. Secondly, all program committees have the right to receive different trainings related to their tasks. Thirdly, they have to be more approachable. A central tab for all participation bodies of the UG on nestor and an email address for every program committees would contribute to this. Fourthly, a central regulation for the selection and control of program committees is necessary.
With all those suggestions we hope to strengthen the position of program committees within the University of Groningen and to give them a role that is in line with the new law (WVb).
Last week, the Interstedelijk Student Overleg (ISO) published a document with guidelines for writing down the regulations for program committees. This document is a valuable addition to our memo and can be found here (in Dutch): http://www.iso.nl/nieuws/iso-lanceert-handvatten-voor-reglementen-opleidingscommissies/
Program committees are after all the participation body that is closest to the degree programs of the UG and they are therefore essential in order to ensure high quality education. Excellent education and a meaningful diploma are important for every student at the University of Groningen and therefore Lijst Calimero hopes to contribute to further improvement of education at our university.
